Shrimp Remoulade

1/3 cup horseradish mustard
3/4 teaspoon Cayenne pepper
1/3 cup tarragon vinegar
2 cloves garlic (finely chopped)
3 tablespoons cat sup
2 tablespoons paprika
1 teaspoon salt
1/2 cup olive
1/2 chopped green onions
1lb peeled, cooked shrimp
